Which Saudi unemployment number is true? All three.

You will meet 3.5%, 7.2% and 12.1% quoted as "Saudi unemployment" — sometimes in the same article, presented as a contradiction. They are one statistical office (GASTAT), one period, three populations: 3.5% covers the whole labor force including expatriate workers; 7.2% covers Saudi citizens; 12.1% covers Saudi women. Any HR-tech or staffing pitch that mixes these populations misprices its own market. The tell of a careless source is quoting a Saudi labor figure without saying which population it counts.
